Nobody Signs Up for a Forty Percent Overrun
They arrive one variation at a time. Each one sounds reasonable in isolation, each one is agreed under time pressure, and none of them get checked against what was already priced.
There are three kinds of variation. Genuine additions, where you changed your mind and should pay. Discovered conditions, where something unforeseeable turned up behind a wall — usually legitimate, sometimes not. And scope that was always in the contract, being re-presented as new.
The third kind is where the money goes. Not usually through dishonesty, but because a vague original BOQ makes almost anything arguable, and by the time the variation lands you have no time to argue.
The moment to win a variation argument is before you sign the BOQ. The second-best moment is the day the variation arrives.

Four Tests on Every Variation
A variation order review is fast because the questions are always the same.
Was It Already Priced?
We read the variation against the original BOQ line by line. If the scope appears anywhere in the contract, the variation is a re-charge rather than an addition.
Is the Rate Consistent?
Variations should be priced at contract rates where those rates exist. A rate that jumps once the work is unavoidable is a finding.
Is the Quantity Real?
We measure the additional work rather than accepting the stated figure. Variation quantities are estimated more often than measured.
Is the Time Claim Justified?
Variations frequently carry an extension of time. We assess whether the claimed delay is proportionate to the additional work.
Get the process right at the start. Require every variation in writing, with quantity and rate, approved by you before the work begins. Verbal variations agreed on site are almost impossible to unpick afterwards, and they are how most disputed bills start.

How fast can you review one?
Usually 48 hours. If work is stopped waiting on the decision, tell us and we will prioritise it — a held programme costs more than the review.
What if I have already approved several?
Send them anyway. A pattern across past variations tells you what to expect from the rest of the project, and sometimes identifies a double-charge worth raising.
Can you review variations if you did not review the BOQ?
Yes, though it is slower. We need the original BOQ to test against, so if it is thin the first job is establishing what the contract actually covered. Our BOQ review is the better starting point.
Do you talk to the contractor?
On a standalone review, no — you get a written position and decide how to use it. On the owner’s representative package we handle it directly.
What if the variation is legitimate?
Then we say so, and you approve it with confidence. Roughly half the variations we review are reasonable. Knowing which half is the point.
Is there a legal route if we disagree?
Contract disputes sit outside what we do. Licensing and property contract requirements fall within the framework administered by the Dubai Land Department, and anything contentious should go to a UAE-qualified legal advisor.

Three Kinds of Variation
Almost every change request falls into one of these. Telling them apart is most of the job.

The third category is where most of the money goes, and it is the hardest to see without the original BOQ open beside the variation. That is the comparison we run on every request.

Timing Decides the Cost
The same defect gets more expensive the longer it goes unfound. Correction is cheapest while the trade is still on site and the area is still open.
Someone Else Pays
Found early enough, the cost of putting it right sits with the contractor or developer rather than with you. That is the whole point of the timing.

Photographed, measured and dated findings are considerably harder to dismiss than a conversation on site. Evidence is what turns a complaint into a correction.
