The leverage problem

Money Is the Only Thing a Contractor Cannot Ignore

Every owner discovers this eventually. While you still owe money, defects get fixed. After the final payment, calls take longer to return and site visits get harder to arrange.

That is not a criticism of contractors. It is how any business allocates attention. Which is why the sequence matters: verify, then pay. Not pay, then hope.

The problem is that most milestone definitions are too loose to hold anyone to. “On completion of first fix” sounds precise until you ask whether first fix includes pressure testing, whether it covers all zones, and who decides it is complete. Usually the answer is the person requesting the payment.

A milestone that only the contractor can declare complete is not a milestone. It is a payment date.

Every element the milestone covers, checked across every zone. Partial completion in one room is the most common reason a release should wait.

What has actually been installed, measured against what the BOQ says this stage delivers. Shortfalls here compound later.

Is the Quality Acceptable?

Work that is present but defective is not a completed stage. We grade against tolerance, not appearance.

Is It Documented?

Test certificates, material delivery notes and approvals that should exist by this stage. Missing paperwork is a finding.

Where Verification Usually Sits

Most Dubai renovation contracts run four to six payment stages. These are the points where an independent check earns its cost.

  1. 01

    Mobilisation and Strip-Out

    Confirms demolition matched the agreed scope and nothing structural was touched. Often the first release after the deposit.

  2. 02

    First Fix Complete

    The big one. Plumbing and electrical installed, pressure tested and still visible. Verify before this closes — see our pre-closing inspection.

  3. 03

    Waterproofing Signed Off

    Should never be released without a witnessed flood test. Covered in detail on our waterproofing inspection page.

  4. 04

    Finishes Complete

    Tiling, joinery, paint and ceilings. Usually where the largest single release sits, and where defect count peaks.

  5. 05

    Practical Completion

    The final release, and your last piece of leverage. Never sign this off without a full snagging list first.

A practical suggestion. Ask for a retention of five to ten percent held until the defect list is closed. It is standard in commercial construction and rare in residential renovation, but nothing improves response times faster.

Payment Stage Verification — Your Questions

How much notice do you need before a milestone?

48 hours is comfortable. Contractors usually request payment with little warning, so tell us your milestone structure at the start and we will hold the slots.

What if you say the stage is not complete?

You get a written list of what is outstanding. Most owners release a partial payment against the completed portion, which keeps the project moving without giving away the leverage.

Does this replace stage inspection?

No. Stage inspection is about build quality at technical gates. Payment verification is about contractual completeness at commercial gates. They often fall on the same week but answer different questions.

Will this create conflict with my contractor?

Rarely, if it is set up at the start. Tell them during negotiation that releases are subject to independent verification and it becomes a normal part of the process rather than a challenge mid-project.

Can you verify a milestone I have already paid?

We can inspect and report, but the commercial value is largely gone. Verification works because the payment has not happened yet.

Are milestone terms regulated?

Payment structures in residential renovation are contractual rather than statutory. Broader property contract requirements sit within the framework administered by the Dubai Land Department. Have the contract itself reviewed by a UAE-qualified legal advisor.

  • Clear release, partial release or hold
  • Outstanding items listed by room
  • Percentage of the stage genuinely complete
  • Photographs against each finding
  • Missing certificates or approvals noted
  • Re-inspection date if a hold is recommended

Where we recommend a partial release, the report states what proportion of the stage is complete and which specific items are outstanding. That lets you pay for finished work without releasing the leverage attached to the rest — which keeps the site moving and keeps your position intact.

The same defect gets more expensive the longer it goes unfound. Correction is cheapest while the trade is still on site and the area is still open.

Found early enough, the cost of putting it right sits with the contractor or developer rather than with you. That is the whole point of the timing.
